Manitoba Film & Music is pleased to announce the appointment of Steven Foster as the new Director, Film Commission Services & Industry Development effective July 2, 2025.

Steven brings over a decade of leadership experience in media production, labour relations, and business affairs, most recently serving as the Business Agent for the Directors Guild of Canada in Manitoba and Saskatchewan. In this role, he managed all aspects of regional administration, office operations, and member and industry relations—building bridges between stakeholders, championing creative workers, and advancing the film and television ecosystem across the Prairies.

With a background that spans the music industry, arts advocacy, and workforce development, Steven is well-versed in the gig economy and the essential role culture plays in a thriving society. His collaborative spirit, strategic mindset, and deep industry knowledge make him a natural fit to lead Manitoba Film & Music’s film commission services, production investment programs, and industry development initiatives.

Steven has served on several boards and advisory committees, including On Screen Manitoba, the Wolseley Residents Association, and the Manitoba Media Production Industry Working Group.

Steven’s role is a new one for Manitoba Film & Music’s film commission department. He will lead Manitoba Film & Music’s Film Commission, promote Manitoba as a premier destination for production, to expand market share and support industry-wide development. In this role, Steven will work to build excitement around the film industry by building engagement and enthusiasm across our many stakeholders. He also will be responsible for driving national and international marketing efforts, developing cross-sector partnerships, and advancing workforce development to help grow and sustain Manitoba’s thriving screen industry.
