This program will assist producers of multi-episode productions that have not yet obtained broadcaster or distributor financial support to prepare the strongest pitch presentations possible. The assistance will take the form of recoupable loans.

This program provides funds in the form of recoupable advances to support the development of television and web-based projects that have already secured third party financing, which represents an acceptable market trigger for broadcast or distribution.

This program will assist eligible applicants with the development of viable motion picture concepts into screenplays for theatrical release. Movies for television are not eligible.

This program is designed to support the production of television and web-based projects that have an acceptable market trigger for broadcast or distribution and sufficient third party financing to complete the project. The fund provides financial support in the form of equity investments for producers to being their projects to the screen.
DEADLINE DATE FOR COMPLETE APPLICATION SUBMISSIONS:
Deadline: All genres and formats – Monday, April 23, 2012 at noon.
NOTICE TO APPLICANTS:
1. All applications must have 75% of financing confirmed (including tax credits) and verifiable and supporting commitment letters must be submitted with the application in order to be considered;
2. The first day of principal photography MUST occur AFTER March 31, 2012 and/or hard prep MUST occur AFTER March 15, 2012;
Note: ONLY for documentary projects where a Producer/Director investment or Producer/Director deferral was required to close the financing, applications will be accepted where the first day of principal photography occurred AFTER December 31, 2011.
3. Applicants are advised that the deadline will be strictly enforced and LATE APPLICATIONS WILL NOT BE ACCEPTED;
4. Applicants are advised that complete documentation is required on submission of applications;
5. Applicants must be in good standing (not in default) with MANITOBA FILM & MUSIC at the time of application. It is the responsibility of the applicant to verify status with MANITOBA FILM & MUSIC;
6. MANITOBA FILM & MUSIC will make best efforts to announce decisions by mid-May, 2012.
Note: Scripted, fictional television series are a priority, and as such, should the deadline impede closing the financing, MANITOBA FILM & MUSIC, at its sole discretion, may make an earlier commitment in order to not adversely affect the production schedule. This is only applicable to scripted, fictional television series.
Late applications, incomplete applications, applications from those in default with MANITOBA FILM & MUSIC, and applications where either hard prep or principal photography has commenced before the cut-off date indicated above will not be ranked or considered.

This program assists in the production financing of a fully developed feature film program through equity investments and/or recoupable advances bearing no interest.

This program is designed to support two streams of micro-budget productions:
1) Entry-level filmmakers who have received production funding awards through a competitive, juried process from a recognized industry organization (ex. Telefilm, NSI, Manitoba Arts Council). These projects are not normally destined for theatrical distribution or primetime television exhibition; and
2) Producers of factual or scripted programming for projects with micro-budgets that do not exceed $100,000 and who have received a cash license or a distribution advance from a third-party distributor. Projects destined primarily for VOD or online distribution are eligible. Third-party investments do not render the project ineligible but are not sufficient to make it eligible; a cash license or distribution advance is a required trigger.
Projects that have received funding through a program that MANITOBA FILM & MUSIC has financially contributed to are ineligible.

This program assists assists Productions/Applicants with the promotion and marketing of Feature Film Projects at time of theatrical release, Festivals and Markets to either enhance the promotion and marketing of the release theatrically and/or to attract the attention of distributors/sales agents to support the increase in commercial interest in the project. It is not the intention of the program to duplicate support in areas already covered under MMPIA’s M3P Access to Markets, Access to Festivals, and Professional Marketing Fund, and as such does not apply to travel, accommodations, or per diems, and/or promotional or marketing activities covered under the Winnipeg Film Group’s Marketing Fund. It is also intended to compliment not replace resources, financial and otherwise, committed by the distributors of the film.
There is no set deadlines for this program, applications can be sent in throughout the year; however, applications must be received at least three weeks prior to the event/release.

Administered by On Screen Manitoba, the Access programs provide support for Manitoba producers, writers, directors and/or distributors in attending and enhancing their presence at professionally organized film and television industry markets and/or film festivals, and other related approved events.

For all projects, MANITOBA FILM & MUSIC's screen credit shall be approved in advance.
Unless prior approval to the contrary has been obtained in writing from MANITOBA FILM & MUSIC (MFM), MFM shall be entitled to receive credit(s) in connection with the funded Project as follows:
(a) On Screen Credit
The Manitoba Film & Music LOGO and the required language “Produced with financial investment from MANITOBA FILM & MUSIC” shall be displayed as follows:
(i) such credit shall normally be the first credit in the end titles or after principal cast;
(ii) MFM’s credit position among other financial participants shall be placed relative to the order of descending magnitude of such participant’s funding in a size of type not less than fifty (50%) percent of the size of the type used to display the title of the production, but not less than the size of type used to accord the “Film By” credit to the director or Borrower(s)’s credit whichever is larger; and
(iii) in the event that any other financial participant(s) in the production is/are given an opening credit, then MF&M shall also be given an opening credit, which shall be among the other financial participant(s) credits;
(iv) absolutely NO other logo or screen credit can be larger than the MF&M LOGO and screen credit, unless it is for an organization whose cash financial investment exceeds MF&M’s; and
(v) the credit placement obligations of the Borrower(s) set out above shall be carried out either as on a separate card credit or as a rolling credit with sufficient screen time for such credit to be clearly legible and separate; and
(vi) the following wording will be added to the tail credits of the Project (if applicable);
“SHOT (ENTIRELY OR IN-PART – PLEASE INDICATE WHICH IS APPLICABLE) ON LOCATION IN THE PROVINCE OF MANITOBA, CANADA”
(b) Advertising “Produced with the participation of MANITOBA FILM & MUSIC” shall appear as a credit in a size, type and prominence which shall be in a ratio of no less than and equal to MFM’s financial participation as compared to funding of other financial participant(s) which receive a credit. MFM’s credit on all advertising, publicity and promotional materials relating to the Project shall be approved in advance by MFM.
